The measuring concept of a microgrid-project is a technical challenge. If not all factors and legal requirements are considered, these projects can become an expensive failure. Discovergy is the first independent metering point operator in Germany to be a strong, reliable partner for the development and implementation of measuring concepts that guarantee the profitability of landlord-to-tenant power supply projects over the years.

Smooth transition process

No matter how many tenants are accommodated in one building: We ensure the fast, smooth exchange of old, mostly analogue electricity meters for modern smart meters. With our network of installers, error-free installation and commissioning of the new metering points is no problem at all. We always keep the overview of the complex switching process and carry out market-compliant communication with energy suppliers and network operators using our WiM Manager.

The summation meter model

The summation meter model is our most frequently used measuring concept in landlord-to-tenant power supply projects. In addition to the production meter, which measures the in-house energy, and the respective smart meter for tenants, a bi-directional summation meter forms the link between the domestic grid and the public grid. This bi-directional summation meter records both the surplus electricity fed into the grid and the quantities of energy purchased from an external energy supplier. Thus, the public grid is used if the electricity demand cannot be covered by the photovoltaic or CHP systems in the landlord-to-tenant microgrid itself. This measuring concept gives tenants the freedom to choose their energy supplier freely and - if desired - not to participate in the landlord-to-tenant power supply project at all.

In the context of landlord-to-tenant power supply, a decisive factor is to keep the costs for operational management low to be profitable. Real estate owners suddenly become energy suppliers - with all the associated rights and obligations. These include, for example, knowledge of the energy market and metering technology. To convince the highest possible number of tenants of the advantages affiliated with self-produced energy, some expertise in the field of marketing is also required. Our system simplifies all billing processes and thus makes an important contribution to the profitability of the project.


Operators of landlord-to-tenant power supply can use our billing system to create the electricity tariffs and then use them for invoicing.

The annual or seasonal adjustment of tariffs is an easy task as well.


In addition to the intuitive management of customers and contract data, our platform enables automatic, consumption-based billing per residential unit. The billing is based on the requirements of an energy cost billing by the Energy Industry Act and can be adapted to your individual layout. To enable your tenants to conveniently pay their bills by direct debit, our system also offers the option of storing a mandate reference and creating a SEPA file. What's landlord-to-tenant power supply?


The idea that the residents of a multi-party building are supplied with electricity produced directly in the building. The electricity is produced, for example, by a photovoltaic system on the roof or a block-type thermal power station in the basement. This electricity does not run through the public grid but is generated locally and consumed directly by the users of the landlord-to-tenant project. Usually, this type of microgrid is either managed by the owner of the property himself or by an independent operator as an investment. A study by the Federal Ministry of Economics and Energy (BMWI), for example, concludes that 3.8 million apartments - 10% of all apartments in Germany - could be supplied with electricity by these kinds of microgrids, at the current state of technology alone.


What advantages does this offer to real estate developers or property owners?


Electricity produced and consumed via landlord-to-tenant power supply, is now profitable for a wide variety of users. As the owner, you can increase your income by selling the electricity you generate yourself and at the same time increase the value of your property. It is therefore of course especially attractive for building owners to plan a new building as a landlord-to-tenant power supply. In addition, reorganizations offer the ideal possibility as well. If the central heating system needs to be renewed or the roof to be repaired, the additional expense for a microgrid project is reduced. And it is not only owners who benefit from its installation. It can also be profitable for commercial tenants to use their own roof areas to generate energy. Where previously only larger projects could work economically, much has happened in the meantime. Thanks to more cost-efficient installations and direct subsidies under the Landlord-to-Tenant-Electricity Act, projects starting at around 15 parties can now also be designed profitably.

In the field of landlord-to-tenant electricity, Discovergy's services include the creation of the metering concept, the installation of smart meters and further support in regular operation. The operator has access to our landlord-to-tenant platform, which greatly improves the billing and tariffing of the microgrid system.


Measuring concept: With Discovergy, any constellation of renewable energies is possible when creating the measuring concept, regardless of whether you want to use photovoltaic power exclusively or mixed generation coupled with a CHP unit. We could also implement a measuring concept with a wind power plant as an power generator. As a competitive metering point operator, we have negotiated general measurement contracts with all grid operators in Germany. This shows that we have always been able to reach an agreement, even if many grid operators still have very specific ideas for integrating a landlord-to-tenant power object or lack the experience to implement such projects.


Metering point operation: Once the measuring solution has been approved by the network operator, we coordinate the meter changeover and commissioning during the implementation phase. As soon as the project is fully functional, it enters regular operation.


Billing: An important element in the organisation of the ongoing regular operation of landlord-to-tenant electricity is to keep the expense of billing management to a minimum. Relevant values must be evaluated and made available to both the tenants and the grid operator. For a long time, reading and documenting meter readings was the bottleneck that made the successful operation of a landlord-to-tenant electricity project difficult or even impossible. What does a typical measuring solution for a landlord-to-tenant electricity project look like?


The most typical meter configuration for a landlord-to-tenant electricity project is the summation meter model. At one end, a production meter measures the generation of the photovoltaic or other production system. This is backed up by a bidirectional meter, the totalizer, and the reference and feed-in data that are transferred to or from the public grid at the house transfer point. These two components are used to connect the individual Discovergy Smart Meters, which are installed for each tenant. This model ensures that the electricity produced and fed into the grid as well as the electricity resold to the tenants is invoiced in line with consumption. The legally mandated third-party supply to residents who have decided against the project is thus also possible without any problems.

Which administrative duties must be met by a landlord-to-tenant operator?

As a landlord-to-tenant power supply operator, you face new obligations and challenges in the organization, because:

Basically, the operator of a landlord-to-tenant system now also acts as an energy supplier in accordance with Section 3 (18) EnWG because the operator supplies electricity to a final consumer (tenant). He is thus obliged, for example, to provide information to the Federal Network Agency and the Main Customs Office, but of course also to the distribution network operator. For a facility in regular operation, certain requirements must also be met, such as market-compliant billing and customer management. Here it is particularly helpful to be able to fall back on tools such as our Discovergy platform, which reduces and facilitates administrative work.

Which landlord-to-tenant power supply projects have already been implemented by Discovergy?


Among over 140 successfully implemented landlord-to-tenant electricity projects, a wide variety of types of properties with unique requirements were represented.


For mixed-use real estate, landlord-to-tenant electricity is a relevant topic; the post office site in Kehl am Rhein with its 61 tenants, including several shops, is a vivid example of how implementation can succeed. We installed a total of 66 meters in the complex. From the creation of the measuring concept in coordination with the network operator to the installation of our smart meters to our visualization solutions and billing systems, Discovergy was able to contribute to the success of the project with its entire range of services.


Another showcase for how individual requirements of each landlord-to-tenant project can be mastered is, for example, the cooperation between Discovergy and Technische Werke Schussental. The property owners made their roof space available, while the TWS assumed the operating and installation costs of the system. Discovergy supplies the measuring solution, the smart electricity meters and manages the metering point operation.
